Compliance OS for waste operators HardPan by 25 Fathoms, LLC

Every permit.
Every site.
One screen.

The reality on site

Excel and Outlook are not a compliance system.

  • ×Permits live in folders no one searches anymore. SharePoint became a graveyard.
  • ×Renewal dates sit on one calendar. When that person leaves, the calendar leaves with them.
  • ×Inspections live in email threads. Three replies deep, attached PDFs, no audit trail.
  • ×Filing knowledge is in one person's head. Turnover resets the clock every time.
  • ×When the inspector shows up, the team spends half a day scrambling for documents they technically had all along.

What you get

One register. One inbox. One source of truth.

HardPan ships with the modules a 10-to-25 site operator needs on day one. No buildout. No EHS-platform retrofit. Configured around how multi-site waste actually runs.

Compliance score

One weighted score across every site, built from renewals, inspections, monitoring, and open corrective actions. You see where the fleet stands before an inspector does.

Live

Permit register and renewals

Every active permit, by site and facility type, with status and renewal date. Filter, group, export. 90/60/30/14/7-day alert windows you can actually trust.

Live

Monitoring and sampling windows

Groundwater, stormwater, and gas monitoring tracked by due window. A rain event opens the sampling clock. Open windows tell you what to collect before it closes.

Live

Inspections and corrective actions

Log self-inspections, record sample results, and drive corrective action plans to close. Findings stop living three replies deep in an email thread.

Live

State reg packs

Pre-loaded requirements per facility type: MSWLF, CDLF, LCID, Transfer, MRF. Reg packs for 32 states, activated at onboarding and verified against the issuing agency.

Live

Documents and role-based access

Documents stay in SharePoint, or S3 if you are not on Microsoft 365, tagged by site and filing date. Each site lead sees their own, corporate sees the rollup, auditors get a read-only link.

Coverage

Built for the facility types you actually run.

Pre-loaded regulatory templates per facility type. We know MSWLF, CDLF, and LCID are different problems. The product reflects that.

MSWLF Module

Municipal solid waste landfill

Subtitle D permit register, renewals, and inspections in every tier. Groundwater, gas wells, leachate, and financial assurance run on the Landfill Module.

CDLF Module

Construction & demolition

Cover requirements, load checks, asbestos protocol, quarterly reporting.

LCID

Land-clearing & inert debris

Lower regulatory load, still real paperwork. Often the site no one tracks.

TRNSF

Transfer station

Hours of operation, weighing, scale calibration, vector control logs.

MRF

Materials recovery

Air quality, fire-suppression, OSHA crossover, contamination reporting.

Cards marked Module carry monitoring and financial-assurance work that runs on the Landfill Module, a cross-tier add-on. See What Is In It →

State coverage

Reg sets complete in 32 states. Federal, everywhere.

We've decoded the state waste-permit regulations for 32 states and the full federal rule set. If you run permitted facilities in a covered state, the requirements are already built in.

Not on the map yet?

We build your state into onboarding — down to the county and city.

Operate somewhere we haven't decoded yet? Your state's reg set, plus the county and city rules that apply to your specific facilities, gets researched, loaded, and verified as part of setup — so you go live fully covered, wherever you run.

For Microsoft 365 shops

Your docs stay in your SharePoint. We track the metadata.

If your shop runs on Microsoft 365, we don't ask you to migrate. HardPan stores the register, the renewals, the alerts, and the SOP. Documents stay where your DLP, retention, and audit policies already live.

You keep ownership and the audit trail. We keep the work organized.

Why this, why now

"I spent months fixing compliance inside a multi-site NC waste operation. Permits in folders, deadlines in calendars, inspections in someone's head. I built HardPan so any regional operator can run permits the right way, without a $200K EHS platform or another spreadsheet."

Questions, asked plainly

FAQ

Is this another EHS platform?
No. EHS platforms are built for safety and incidents across many industries, then bolted onto compliance. HardPan starts at compliance for waste operators specifically. Different data model, different defaults, different vocabulary.
Do I have to move my documents out of SharePoint?
No. If your shop runs on Microsoft 365, your docs stay in SharePoint. We store metadata and links. Your DLP, retention, and audit policies stay intact. SharePoint sync is an optional $1,500 setup add-on.
Which states are covered?
We ship reg packs for 32 states, activated per customer at onboarding and verified against the issuing agency. Facility types covered: MSWLF, CDLF, LCID, Transfer, and MRF. If you operate in a state we have not built yet, we scope a custom reg pack as part of setup.
How long does onboarding take?
Setup runs four to six weeks for a 10-to-25 site operator. We populate the permit register from your existing records, upload or link documents, and run two training sessions. Most teams are live before the next quarterly filing.
What if I lose the person who knows the filing process?
That is the original problem this product exists to solve. The Filing SOP module codifies the playbook per state and facility, with owners and due dates attached. Turnover stops resetting the clock.
Can our auditors use it?
Yes. Generate a read-only auditor link scoped to the sites and time window you choose. They get the register, the documents, and a clean audit trail. You get to keep working.

Stop scrambling when the inspector shows up.

30-minute demo. We'll walk through the register on a sample multi-site operator (10 to 25 facilities). No slides, no salesperson chasing you afterward.
